“Decisions about the design or adoption of a state flag are made at the state level, not by municipal government. While we respect the importance of this discussion, it is not a city issue to decide.”

“It's not a Democratic flag, it's not a liberal flag. It's the official state flag of Minnesota… we should adopt the actual official flag of Minnesota.”

The City of Champlin will display the 1983 Minnesota State Flag on city property. The February 23 City Council vote was 3-2 (for: Sabas, Huttner, LaCroix; against: Moe, Tesdall); approximately 10 residents spoke.

“Councilmember Huttner introduced the following resolution and moved its adoption: Resolution No. 2026-12 to display the old state flag (1983) on city property.”

“In no other instance is the county required to fly, utilize that symbol, that flag, that seal in any way.”

“The state flag is only required to be flown outside of state offices.”

“Staff packet guidance: state flag required outside State Capitol and in courtrooms; other bodies of government are not required to display the flag or seal, nor required to update flags/seals they voluntarily display.”
